1.00 TOURNAMENT OVERVIEW

The $100,000 Counter-Strike Tournament is a live competition using Counter-Strike™, an action-oriented multiplayer computer game, that will take place at the Extreme World Championship. The championship tournament is of a team format, consisting solely of team versus team matches. Teams compete for cash prizes, with a purse of $100,000 in total.

Event Dates: July 28, 2004 – August 1, 2004

Game Version Played: Counter-Strike™

Maximum Competitors: 64 - five member teams

2.00 PLAYER ELIGIBILITY

2.00a The Cyberathlete Professional League (CPL) supports the ESRB ndustry rating system for video games and the voluntary enforcement of this rating system. Counter-Strike™ has an ESRB rating of "M", which is suitable for ages 17 and up. In accordance with this rating, all participants must be a minimum of 17 years of age at the opening of the event in order to register and compete in the $100,000 Counter-Strike Tournament. Minors under the age of 17 may not compete in the Tournament.

2.00b The $100,000 Counter-Strike Tournament is open to all players regardless of nationality, gender or race.

2.00c The $100,000 Counter-Strike Tournament is open to both amateur and professional gamers, regardless of tournament experience or corporate sponsorship. Players need not have participated in a previous CPL tournament to be eligible for registration.

2.00d Players must show identification in the form of a Drivers License or other government issued picture ID during on-site registration for the $100,000 Counter-Strike Tournament. Tournament officials also reserve the right to request a picture ID when players report for their scheduled matches.

2.00e Sponsor employees, or members of an organization, contractor, or agency directly affiliated with the Cyberathlete Extreme World Championship are not eligible to compete in the Tournament. These include, but are not limited to NewWorld.com, Inc., Cyberathlete Professional League, CPL Sponsors, their affiliates, subsidiaries, divisions, directors, officers, employees and agents. Immediate family members of these parties are also not eligible for competition.

3.00 ONLINE REGISTRATION

3.00a Online registration for the Cyberathlete Extreme World Championship will take place at www.thecpl.com/register/. There is a $80.00 online registration admission fee for this event.

3.00b Online registration is required to compete in the $100,000 Counter-Strike Tournament. Registration must be completed in advance to the tournament, on or before June 28, 2004, or while spots are available. Players who register on-site who have not registered online by June 28, 2004 are only eligible to be an event spectator.

3.00c Tournament registration is limited to 64 teams. A waiting list of teams may be kept. Teams on the waiting list are not guaranteed a spot in the tournament. Registration spots may be reserved for berthed teams, or other teams if necessary. Tournament spots are held by means of a password-protected invitation system. To learn about berths refer to the "Tournament Structure" section of this document.

3.00d By registering and participating in The $100,000 Counter-Strike Tournament, each participant agrees to be bound by the rules of this document.

3.00e Players may not submit multiple entries into the registration database. Players with multiple registration entries will be disqualified.

3.00f All registration entries are subject to verification. If an entry has false or misleading information the player will be disqualified. Any attempt to forge entries or to defraud in any way in connection with the tournament will be prosecuted to the full extent of the law.

3.00g It is vital that players understand two things before reserving flights. They have to check-in on-site before 4PM on Wednesday, and the tournament ends Sunday at 4PM.

3.00h The CPL, sponsors and other tournament affiliates reserve the right to use a registered player's name, photographs, video footage, and/or any other likeness for advertising and promotional purposes without consent from the player beyond their willingness to register and compete at the $100,000 Counter-Strike Tournament.

3.00i Submitted registration information may not consist of vulgar language, or any such language that is not suitable for the general public.

3.00j Two registered teams may not share the same team handle, or likeness thereof. Furthermore, two registered teams may not originate from the same organization, or have direct affiliation with one another through public recognition, player sharing, shared management or shared revenue. Teams may share the same sponsor if the sponsor takes no role in team management. However, two or more teams may not share a specific sponsorship agreement. A team may have an affiliation with one or more farm teams. A farm team is a separate team in all manners as outlined above, whose only affiliation with a head team is for the purpose of practice, and fielding teams for the Cyberathlete Amateur League. These rules of eligibility are to be freely interpreted by the Cyberathlete Professional League, and handled on a team-by-team basis when necessary.

3.10 ON-SITE REGISTRATION

3.10a Players must check-in at the event and register online. There is no fee for on-site registration for players who have paid the $80.00 online registration fee. Auto-berth teams are also responsible to register online and pay the registration fee.

3.10b Players are required to check-in at the event in order to participate in the tournament. On-site Tournament Registration will close promptly on July 28, 2004 at 4:00PM CST. Players who do not register both online and on-site by this time will not be allowed to compete. Event registration may remain open for the duration of the Event.

3.10c Five players must be registered under the same team to confirm one of the 64 tournament spots. Any number of players beyond five may be registered for any one team, although a maximum of five alternates will be recognized during on-site registration and allowed to compete.

4.00 TOURNAMENT STRUCTURE

4.00a The $100,000 Counter-Strike Tournament will consist of a maximum of 64 pre-registered teams.

4.00b All tournament matches will be run on an isolated tournament network.

4.00c Teams are seeded by committee. Seeds are based on all known match records including the Cyberathlete Amateur League Counter-Strike divisions and previous CPL Tournaments. Seeding is designed to protect the integrity of the tournament by predicting to the best of the CPL's ability the outcome of specific matches. A berth does not guarantee a team any specific seed.

4.00d Teams disbanding forfeit past CPL and CAL standings which are used to assist in the seeding of teams prior to each tournament.

4.00e 16 teams will be awarded auto-berths, as designated before the time of the event. Unclaimed auto-berth spots will be filled after the completion of the On-Site Tournament Registration. These auto-berths will be chosen by committee and based off of the same criteria used for seeding.

4.00f Unclaimed tournament spots will be filled after the completion of the On-Site Tournament Registration. These berths will be chosen by committee and based off of the same criteria used for seeding.

4.00g The 48-Team Qualifying Bracket is two single elimination rounds. The 16 winning teams from the Qualifying Bracket will advance to the 32-Team Double Elimination Bracket. Auto-berthed teams automatically advance through the Qualifying Bracket without competing.

4.00h The 32-Team Double Elimination Bracket is full double elimination. If a team loses once it can still win the tournament by beating the winner of the upper bracket two matches in a row in the championship finals. Place finishes will be determined through 16th place.

4.10 TOURNAMENT MATCH RULES

4.10a Game Definitions: Match - A game played with each team playing a half match as Counter-Terrorists and the other half as Terrorists. Half - One 12 round map session. Two halves equal a Match. Round - One 2:30 minute cycle on a map.

4.10b The following maps may be used for all matches. Each Tournament Round will use one map. Maps will cycle with Tournament Rounds. The CPL reserves the right to change the map cycle until June 20, 2004

4.10c Only team leaders are allowed to use public in-game messages (messagemode1, referred to as MM1) within a game. This rule also applies when a team member is dead. Use of MM1 by any member but the leader could result in a forfeit and loss. Other clan members must only use team messages (Messagemode2, referred to as MM2,) while in the game.

4.10d Team members may communicate verbally if they have not been eliminated in the game or if all team members have not been eliminated. When a player has been eliminated, he or she must not speak after his character reaches zero health. This means a player may not verbally communicate with team members while his character is dying.

4.10e In the incident of a tie, two 3-round halves will be played for an overtime. If the score is tied after the first overtime match, a double overtime match ensues with the same rules. In the case of further ties, additional matches of two 3-round halves will be played on new maps that are randomly chosen per each overtime match. Overtime rules are subject to change prior to June 20th, 2004.

4.10f Only registered players are allowed to participate in the tournament. Should any team have unregistered players in the tournament, the entire team will be disqualified. Each team must select a name for their team and also appoint a team captain.

4.10g Reserve players can act as a substitute at the start of each match or during half-time. A substitute player entering during half-time must use the same peripherals of the player he or she is replacing and may not bring new peripherals into the playing area. A maximum of two substitutes will be allowed in the designated substitute area. Substitutes may not be used before an overtime match.

4.10h A coin toss is used to decide which team plays Counter-Terrorist and which team plays Terrorist. The winner of the initial coin toss picks their role before the first half of the match. Roles switch in the second half of the match. In the event of an overtime match, the team that did not pick for the first half of the initial match now chooses their role for the first half of the overtime. Sequential overtime matches alternate in this manner.

4.10i If a team is not present in the tournament area at the start of a designated warm-up time, the other team may request that the coin toss take place without the opposing team's presence. This is done to allow the punctual team time to warm-up and determine proper strategies.

4.10j Strafe Jumping is not permitted and will result in the immediate removal of the entire team from the tournament.

4.10k Team may utilize a coach once they have reached the 32-Team double elimination tournament. Freeze time will be changed to 15 seconds during the double elimination portion of the tournament to allow coaches and players to converse or go over strategy. Once the round has begun, the coach may not communicate in any manner with the players until the round is over or all teammates have been eliminated. General managers may double as the team coach. Coaches must be at least 17 years of age. The coach is an optional position that is not required.

5.00 COMPUTER CLIENT SETUP

5.00a Computers will be provided by Intel for tournament servers and clients. All tournament computers will be identical in hardware and default peripherals, and have ample processing power and 3D video acceleration. Players may not use their own computers in the tournament and may not use the tournament computers to practice.

5.00b Players can use their own keyboard, mouse and other controlling device, provided they submitted a driver request through the official CPL forums prior to June 20, 2004 at 6pm CDT. Driver installation, and functionality of such devices are the sole responsibility of the player. No software or storage device is allowed to be brought into the tournament area.

5.00c A standard keyboard and mouse will be supplied to players who do not bring their own.

5.00d Players must provide their own headphones. Speakers may not be used in the tournament.

5.00e Video card gamma and brightness settings in Windows may be changed to a maximum allowable of 1.2. Monitor brightness is allowed to be changed if reasonable values are maintained. The tournament director/manager will warn players if settings are deemed too high. The following video settings are allowed to be modified. Vsync may be turned on or off through the display applet. Digital vibrance may be adjusted in Windows to a setting of medium. Individuals who are unsure of allowable video settings should request assistance from a tournament official.

5.00f All binds are handled through a custom GUI (Graphical User Interface) designed specifically for the CPL. This GUI will be pre-loaded on all tournament machines and can be downloaded at this URL:

Players are required to utilize the CPL GUI for all configuration of the game. Players are not allowed to open any configuration files manually for any reason or to have console enabled. It is the players’ responsibility to check that their console is not enabled prior to playing. If the console is found to be enabled after a match has commenced, that player will be removed from the tournament and a forfeit loss issued. Any player caught with any configuration file opened up manually will be immediately removed from the tournament area. If teams do not have a substitute player on the roster, they will then forfeit the match for lack of players. The GUI is subject to change based on the needs of the most current version of Counter-Strike being used.

5.00g Prior to a team sitting down at any computers, an admin must first check the system for any irregularities in the prior set-up.

7.00 TOURNAMENT PROCEDURE

7.00a Competitors may not enter the tournament area without the permission of a Tournament Official. If a competitor wishes to enter the tournament area for a scheduled match he or she must first check-in with a Tournament Official. Failure to follow the rules will result in that person's permanent removal from the tournament.

7.00b The tournament area is restricted only to tournament competitors, therefore competitors are not allowed to enter the tournament area with companions that are not participating in the tournament.

Tournament competitors are also prohibited from bringing the following items to the tournament area: food, drink, animals, custom chairs, chair cushions, pillows, blankets, cell phones, recording devices, video equipment and/or cameras. The CPL reserves the right to refuse any items in the tournament area beyond the ones that have been listed here.

7.00c Competitors are required to be punctual for their scheduled matches, and are only allowed a five-minute grace period before they are forfeited. While tardiness is not tolerated, it is at the Tournament Director's discretion whether or not to extend the grace period in specific instances (depending on the importance of the match) or any other extenuating circumstances. The CPL remains impartial to league competitors, but will make exceptions should it be for the better of the tournament. Repeated cases of tardiness will not be tolerated.

7.00d Scheduled match times represent the time of the actual match start, not the time that a competitor must report to the tournament area. Competitors must report to the tournament area at least 15 minutes before the scheduled time. Competitors will be allowed to report to the tournament area and begin client setup as early as conditions allow, up to 30 minutes prior to scheduled match times.

7.00e Competitors are responsible for the installation and proper configuration of their mouse driver, or driver for their controller of choice. Tournament Officials will be available to assist a competitor in getting his or her mouse driver to properly install. Additional time beyond the scheduled match time will not be permitted for those players experiencing difficulties with their mouse drivers. In addition to this, players who do not arrive at least 15 minutes in advance forfeit their setup and warm up time.

7.00f Competitors may not leave the tournament area between halves or before an overtime match unless absolutely necessary. In this circumstance a competitor must be accompanied by a CPL designated escort to ensure that he or she does not converse with non-team members or alternates during this time.

7.00g Upon match completion, competitors should promptly remove their hardware and exit the tournament area. No reporting of match scores or notification of match completion is necessary.

7.00h Final standings for the $100,000 Counter-Strike Tournament will be determined through a full double elimination bracket as outlined in the tournament rules. The cash purse will be awarded as the final standings reflect.

7.00i If a tournament server crashes before five minutes of the half have been completed, the server must be restarted and the game's score is reset to 0-0. If the server crashes after five minutes of the half has completed, the game must be restarted and played with the same score. Furthermore, the time of the half is changed to equal the remaining time left at the point of the server crash.

7.00j If a competitor’s computer crashes before five minutes of the half have been completed, the match will be restarted. If a competitor’s computer crashes after five minutes of the half has been completed, the server will be paused at the conclusion of the present possession once notification has been sent to the opposing team and tournament officials. Once the competitor has rejoined the server and teams are notified, play will resume.

8.00 COMPETITOR AND SPECTATOR CONDUCT

8.00a Competitors will conduct themselves in a reasonable manner, maintaining a friendly and polite demeanor to spectators, competitors, members of the press, tournament officials, and to other participants of the event.

8.00b Competitors must be available for post-tournament awards ceremonies, photographs, interviews, or other tournament events.

8.00c Competitors must remain quiet when inside the designated tournament area. Talking is permitted, but must be kept at a reasonable level, and away from other competing competitors. It is strictly forbidden for spectators to communicate with a player while he or she is competing. Spectators are not allowed in the tournament area.

8.00d Spectators or general event participants outside the designated tournament area, such as viewers of the tournament projection screens, are permitted to cheer, but specific clues or hints may not be given to the competitors. It is understood and acceptable to the CPL that general cheering and levels of excitement from the crowd can help a competitor understand what his opponent is doing.

8.00e Competitors will refrain from the use of vulgar language during the entire competition. Teasing competitors during matches is prohibited. All rules of conduct also apply to chatting through the game console.

8.00f Competitors are expected to compete in a professional manner. Throwing a match, halting play without cause, or showing a flagrant lack of effort will be construed as a violation of player conduct, and will result in match forfeit and disqualification from the tournament.

8.00g Spectators are encouraged to remain quiet while at the sidelines of the spectator area, and be mindful of the privilege of viewing tournament matches at such a close proximity.

8.00h Use of alcohol or illegal drugs is prohibited at CPL events. Players may not be under the influence of drugs or alcohol while competing in a tournament.

8.00i Smoking is prohibited at all CPL tournaments.

8.00j At the conclusion of match play, teams are expected to break down their equipment in an orderly manner. Please take into consideration that other matches may be taking place and it would be unsportsmanlike to disturb them while competing.

8.00k Teams are responsible for returning their assigned match area to the condition it was in prior to play. Teams who fail to do so may be penalized and will be called back to the tournament area to straighten their tables and equipment back up.

8.10 DRESS CODE

8.10a Competitors may dress in jeans, pants, shorts, slacks, skirts, shoes, T-shirts or dress shirts. Hats can be worn. Clothes can not be torn, display vulgar language, or have inappropriate pictures. Shirt and shoes are required.

8.10b Team Logos, Sponsor names, or any such logos for other affiliations may be worn on clothing provided they do not contain vulgar language or vulgar pictures and are pre-approved by the CPL.

9.00 CHEATING AND RULE VIOLATIONS

9.00a By registering and participating in the $100,000 Counter-Strike Tournament, each participant agrees to be bound by the official rules of this document. Breaking any rule listed herein is grounds for tournament disqualification at the discretion of the League Commissioner.

9.00b Any tampering with computer hardware or software, including but not limited to intentional crashing of software, illegal modification of hardware or software configurations, will result in immediate disqualification.

9.00c Any article of clothing in violation of the dress code must be replaced. Failure to replacing violating articles of clothing will result in immediate disqualification.

9.00d Any action in violation of the Player and Spectator Conduct rules as witnessed by a Tournament Official, may result in a warning. Once a warning has been issued, the next violation will result in disqualification of the entire team.

9.00e The Tournament Director reserves the right to cancel or modify the tournament rules if fraud, technical failures or any other factor beyond reasonable control, impairs the integrity of the tournament.

9.00f Any protests or disagreements with tournament rulings must be made directly to the Tournament Director in a reasonable manner at the time of the incident, at which time a prompt decision will be made. The Tournament Director's decisions are final.

9.00g Multiple disqualifications may result in an extended suspension from CPL tournaments and CPL Events, as decided by the League Commissioner.

9.00h Any form of cheating, including but not limited to intentional disconnects, ping flooding, server crashing, etc., will result in immediate disqualification of the competitor and or team.

9.00i A Tournament Official has the right to disqualify and dismiss any registered player from the tournament, at their discretion, at any stage of the tournament, for any reason, with no prior warning to the player.

9.00j Team banners or team sponsor banners are not permitted to be displayed anywhere in a CPL Event, including the tournament area.

9.00k Any competitor or team attempting to use ANY exploit in a map shall be immediately disqualified and may be removed from the event. If you have a question regarding a particular tactic, ask a tournament official prior to the match.

10.0 LIABILITY AND AGREEMENT

10.0a The Cyberathlete Professional League, NewWorld.com, Inc., and its Sponsors are not liable for any property that is lost, stolen or damaged and/or for any injury, accidental or intentional, to any participant of the event.

10.0b This entire agreement cannot be altered, replicated, published, copied or quoted in part or in whole, without the written authorization of the Cyberathlete Professional League.

10.0c This document and all rules are subject to change at the league's discretion.
